About NCERT and its Libraries

The National Council of Educational Research and Training (NCERT), established in 1961, is an autonomous organization under the Ministry of Education, Government of India. It plays a pivotal role in shaping the country's educational landscape, especially in school education. NCERT is responsible for advising the Central and State Governments on academic matters related to school education and developing curriculum, textbooks, teaching-learning resources, teacher training, and education research.

NCERT has a well-established central library, known as the Library and Documentation Division, situated in New Delhi. It also has libraries in Regional Institutes of Education (RIEs) at Ajmer, Bhopal, Bhubaneswar, Mysuru, Nellore, and Shillong, as well as libraries at CIET and PSSCIVE.

Vision and Rationale

National Education Policy (NEP) 2020 envisions school libraries not as peripheral storage spaces for books, but as vibrant learning laboratories that contribute directly to the development of foundational literacy and numeracy, multilingualism, critical thinking, and creativity among learners. School libraries are seen as inclusive, accessible, and student-centered spaces that support joyful learning, resource-based pedagogy, and holistic development. Recognizing this, the National Conference will explore how school libraries can be transformed into active pedagogical hubs that support curriculum delivery, promote a culture of reading, and bridge the digital and informational divide—especially in rural and underserved regions.
